2021 Project on Establishing the Environmental Education Certification Management System

Since the Environmental Education Act passed on June 5, 2010, the Environmental Professionals Training Institute (EPTI) of the Environmental Protection Administration (EPA), Executive Yuan, has been implementing tasks related to environmental education certification regulated by the Act, such as certificate application, review, and tracking management. This project developed the New Environmental Education Certification System (NEECS), which inherited the functions and database of the Environmental Education Certification System (EECS). The NEECS was designed to operate across platforms, mobile compatible, and fully integrated with the Smart Government Program proposed by the National Development Council. This project inventoried and integrated the overall system functions, as well as simplified application procedures and system operations. The system was redesigned and established as a new generation system with comprehensive and innovative certification functions. Through the environmental education talent database and environmental education promotion information disclosure, this project effectively utilized the environmental education personnel and promoted the environmental policies. This project completed the establishment of NEECS platform. In addition to optimizing the original EECS functions, this project introduced a smart function to assist environmental education personnel in choosing the correct option to submit their certificate applications, reducing the burden of manual verification. Regarding certification review, the system assisted in determining the results to improve review efficiency and accuracy. As for the environmental education talent database and environmental education promotion platform, to promote environmental education and utilize certified environmental education personnel, lecturers could update their online personal information and register teaching records after registering in the environmental education talent database. The lecturers could post and remove their personal information by themselves. The system also provided a sub-system for recruiting talents. Information, including recruitment or promotional materials received from other systems and associated information, was shown on the website, using the appropriate human resource to promote the EPA environmental policies.
